   Add /looc Command (local out of character)

Reason for addition/change?:

   So people can talk together oocly without having to do ".// Hello" which is just IC chat.

Any pros/cons of the addition/change?:

   Pros: Improved communications, less confusion with IC and OOC chatter.

   Cons: Tiny amount of deving to add command.
