(include any proof): Apparently, an MTF LT was helping GENSEC because there were no NCOs on and only 2 with a D-Block riot. Raven was on D-Class and started threatening to demote the MTF LT which caused a heated argument in OOC. This caused the MTF LT to start saying they would leave the branch, also in OOC there seems to be some drama here between this MTF LT and leadership. Threatening to demote someone over OOC is not good, espically if Raven was on the opposite party (D-Class) and didn't get a third party opinion and started speaking his own mind. Also placing an expectation to "1v7" for a position/rank in a server that is currently trying to become an RP server is not a good expectation coming from a Commander. These talks need to be behind close doors as it's awful to be having these discussions about someone's rank/position within OOC. Neutral Adjustments: While it is true that the cooldown is bad, at the current moment, The Foundation needs to work on their leadership, getting used to the job, and fleshing out RP. I believe MGMT should first slowly get Foundation comfortable with how things are, and then slowly bring the cooldown down. Give 1-2 weeks for the Foundation to adjust. MGMT should talk with both sides' leaders and find good times to slowly bring the cooldown down to get people used to raids while being able to maintain RP.

+1/Neutral Adjustments: Timer should only be for jobs that are slotted and on high demand (SCPs, important SPC jobs, etc.) Timer should be up to 15 minutes, 5 minutes is way to short, and doesn't accommodate for IRL needs such as restroom breaks, helping people IRL, standing still for 5 minutes, etc.

Any pros/cons of the addition/change?: Pros: Improved communications, less confusion with IC and OOC chatter. Cons: Tiny amount of deving to add command.
